New GSMA Report Examines Gender Diversity in the Telecommunications Sector

LONDON - Wednesday, February 25th 2015 [ME NewsWire]

(BUSINESS WIRE)-- The GSMA today released a new report, “Accelerating the Digital Economy: Gender Diversity in the Telecommunications Sector”, which offers a snapshot of the gender balance within companies across the industry. Developed by A.T. Kearney1, the study aims to provide a baseline for workforce evolution, share best practices and support the industry in shaping workplaces that take full advantage of gender diversity.

“The rapidly evolving mobile industry is at the centre of the digital revolution and has a huge impact on social and economic advancement. To maintain this pace of growth and innovation, we need to match the requirements of our workforce with the opportunities ahead,” said Anne Bouverot, Director General, GSMA. “This report highlights the benefits of a balanced workforce, but also underscores that a gender gap still exists in our industry. Now is the time for the telecommunications sector to focus on attracting more women to avoid a shortfall in the future talent pipeline and help bridge the gender divide.”

The report highlights that despite some advances in women’s representation and progression in the workplace, there is still significant work needed to bridge the gender gap in the telecommunications industry. Key findings from the research show that:

    Female participation in the telecommunications workforce varies widely, ranging from 10 per cent to 52 per cent amongst companies sampled;
In three-quarters of telecommunications companies surveyed, women accounted for less than 40 per cent of the workforce; and
There are notable regional differences among sampled companies, with those in the Americas outperforming their counterparts elsewhere in terms of female representation.

“The research highlights that every company in the telecommunications industry approaches gender diversity from a different starting point and has different country hurdles to overcome,” said Dr Maria Molina, Principal, A.T. Kearney. “The industry needs to be more systematic and relentless in sharing and adopting best practices with a full commitment to a diverse workforce while respecting local cultural norms and legal obligations.”

The report finds that industry-wide collaboration and transparency, through mechanisms such as annual indexing and sharing of best practices, will also be critical to assessing the ongoing state of the sector and maintaining momentum.

Women in Leadership

The research findings also reveal that the gender gap becomes more pronounced with seniority. Among those surveyed in all regions except North America, on average less than 20 per cent of senior leadership positions are held by women. In most regions excluding North America, the proportion of women at senior level is generally half of those at entry level. For the African companies in the study, less than one in 10 of their senior leaders are women.

One potential explanation for the low female representation at senior levels is the education and skills gap around science, technology, engineering and maths (STEM). A recent report on member countries of the Organisation for Economic Co-operation and Development (OECD) revealed that the share of women with science and engineering degrees was only 38 per cent and 25 per cent respectively2.

Benefits of Gender-Diverse Workforces

Over the years, substantial research has shown that companies with a healthy, gender-diverse workforce are better able to innovate and outperform competition. Studies reveal that gender-diverse organisations are 45 per cent more likely to improve market share, achieve 53 per cent higher returns on equity and are 70 per cent more likely to report successfully capturing new markets3.

In addition to the financial benefits, other advantages of a diverse workforce include the impact on the business-to-consumer (B2C) and business-to-business (B2B) segments of the market. While most companies target women as end users, few effectively leverage female talent to identify what these end users want and need4. However, companies that employ women in the workplace can improve the likelihood of success for new products and services by 144 per cent5.

Addressing the Digital Gender Divide

In order to support the industry in its efforts to move towards a more equitable gender balance, the report highlights best practices across the ‘employee journey’, such as:

    Awareness and outreach programmes to equip young girls and women with the skills and inspiration needed to pursue a career in STEM and relevant qualifications;
    Tailored job descriptions, gender-balanced applicant quotas and balanced recruitment panels;
    Initiatives perceived as added value for both men and women, such as flexible working arrangements;
Formal succession planning, sponsoring mentor programmes, unconscious-bias training and gender-specific training; and
Returnships (return-to-work internships) and phase-back programmes to fill the talent pipelines, particularly at management levels.

The report highlights a number of existing initiatives designed to address the gender gap in the ICT sector. For example, through the #InspireHerMind campaign and Girls Who Code camp, the Verizon Foundation is making progress in altering stereotypes and equipping schoolchildren with the inspiration and skills they need to pursue a career in STEM. Intel also recently announced that it plans to invest US $300 million to help build a talent pipeline with a goal to achieve full representation of women and under-represented minorities by 2020.

However, whilst the initiatives and implementation of good practices are crucial, the report finds that a holistic strategy focused on transforming company culture and mindset is essential to workplace evolution. The GSMA’s Connected Women programme6 supports cultivating wider change and promotes the greater inclusion of women across the mobile industry, as consumers, employees and leaders.

“Corporate culture plays an important role in any existing gender imbalance. However, governments and policymakers, alongside industry stakeholders, should also play their part in creating sustainable gender diversity in vibrant sectors such as telecommunications,” continued Bouverot. “Ultimately we need to work together to mobilise more women to recognise the myriad opportunities for their talents in the mobile and ICT industry.”

AdVoice: Finally, a Mobile Advertising Solution That Generates Revenues for Mobile Operators

Dubai, United Arab Emirates - Friday, February 27th 2015 [ME NewsWire]

(BUSINESS WIRE)-- Revenues from the rapidly growing Mobile Advertising industry seem exclusively reserved for OTT Publishers, leaving Telco’s perform the role of that of a Carrier only. AdVoice enables Mobile Operators monetize advertising inventory that is truly theirs.

One such channel is the otherwise unutilized ringback tone. By serving Audio Ads to calling parties, Mobile Operators tap into a global market that generates a potential 12 billion ad impressions daily. This is three times the number of internet searches.

AdVoice links advertisers up with a captive audience that listens to ads whilst waiting for the call to be picked up. “Serving ads over the ringback tone has a wider reach than any other medium” says Bassim Haidar, Group CEO of ChannelVAS, adding that “the advertiser benefits include measurability, no wastage and lead generating capabilities as callers can express product interest by pressing an action key.”

Mobile Operators possess more consumer behavioral data than anyone else. Advoice’s Online Booking Portal, its Real Time Bidding, Profiling and Targeting capabilities facilitate MNO’s to capitalize on their consumer insights and be included into the Mobile and Digital Advertising ecosystem.

“AdVoice gives digital advertisers the opportunity to re-target our mobile users via multiple MNO-channels and generates revenues from sources other than our subscribers.” states the Marketing Manager of the first operator to launch this innovative platform, a group with a base of 200 million customers.

Commenting on the subscriber experience she says that: “Ads are relevant to the profile, cease to play the moment the call is answered and don’t, as such, prolong the wait. Furthermore, opt-in subscribers receive airtime rewards for facilitating ads to be served and we reserve 10 percent of the inventory for charity and humanitarian organisations to run awareness campaigns for free.”

AdVoice is offered as an end-to-end service and the company undertakes to handle the advertising sales, invoicing and payment collection. It has developed strong relationships with global and regional media agencies. According to George Saliaris from IPG Mediabrands, advertisers continually look at new ways to engage with their customers and rates AdVoice as an exciting new, one-on-one channel.

Toshiba Develops 1.9 TOPS Heterogeneous Multicore SoC with Color-Based Object Classification Accelerator for Image-Recognition Applications

– Four types of feature descriptors achieve a night-time detection rate that matches the day-time recognition rate –

TOKYO. - Saturday, February 28th 2015 [ME NewsWire]

ISSCC 2015

(BUSINESS WIRE) Toshiba Corporation (TOKYO:6502) today announced the development of TMPV7608XBG, an image recognition processor that provides high accuracy recognition and detection of vehicles and pedestrians at night. This sample shipment started in January. This performance is achieved with a device that can carry out 1.9 Tera operations per second (TOPS) and that integrates four new feature descriptors that make use of color-based image information. The development was announced at the 2015 IEEE International Solid-State Circuits Conference (ISSCC 2015) in San Francisco, California, on February 25.

High-performance processing performance, 1.9 TOPS at peak performance with 3.37 Watts power consumption by the image recognition engines (MPEs) and the accelerators, is due to a heterogeneous architecture that integrates eight media processing engines (MPEs) for floating-point arithmetic processing and 14 image processing accelerators, including the new ones mentioned below.

The image recognition accelerators in the TMPV7608XBG supports four sets of feature descriptors based on color-based image information; Color-CoHOG[1], CoHED[2], CoHD[3] and Color Histogram, in addition to CoHOG[1], Toshiba original image recognition descriptors used by earlier products. Integration of these sets of feature descriptors in TMPV7608XBG boosts recognition accuracy, especially at night and locations with low differences in luminance between objects and the background. TMPV7608XBG integrates two new accelerators that make use of color-based information for image recognition and that offer high-speed image recognition at a rate about 4 times faster than earlier accelerators, effectively shortening the recognition time for various objects.

As a result, TMPV7608XBG offers a single-chip solution able to simultaneously perform the following applications: Traffic Light Recognition (TLR), Traffic Sign Recognition (TSR), Lane Departure Warning (LDW) and Lane Keeping Assist (LKA), Vehicle and Pedestrian Collision Warning and Collision Avoidance, High-Beam Assistance, and General Obstacle Collision Warning.

The importance of Advanced Driver Assistance System (ADAS) is increasing as a solution offering safer driving with less stress, and driverless cars are an object of intense research. Moreover, the new European New Car Assessment Programme, Euro NCAP, will come into force in 2018 and pedestrian collision avoidance during daytime and at night is also scheduled for evaluation of image recognition processors with the high recognition performance are required to meet requirements and targets. It is expected that applications required for the future Advanced Driver Assistance System will continue to increase and require improved processing performance. Toshiba is responding with focused research and development and by increasing the lineup of the TMPV760 series.

TOKYO - Thursday, February 26th 2015 [ME NewsWire]

(BUSINESS WIRE)- Toshiba Corporation's (TOKYO:6502) Semiconductor & Storage Products Company today started mass production shipments of “T4KA3”, an 8-megapixel BSI[1] CMOS image sensor.

The sensor has a new low power circuit design that cuts power consumption to 46% that of Toshiba’s current 8MP sensors [2] , and a chip size that puts it in the smallest class for 8MP sensors.[3] The small chip size will realize smaller camera modules; 6.5mm square, for example, which is suitable for front-facing camera. In addition, 8MP output at 30fps is possible using MIPI® [4] 2 Lanes.

High speed video recording generally requires a high frame rate with short exposure time, resulting in underexposed images. However, "T4KA3" incorporates "Bright Mode" technology that boosts image brightness up to four times, realizing HD video capture at 240 fps equivalent. It allows smartphones and tablets to record high quality, high speed video, and to offer extended imaging functions, including smooth slow motion playback and high speed continuous shooting.

The new sensor incorporates 8Kbit OTP, which can store lens shading correction data for two conditions, correction data for indoors and for outdoors, for example, which have a different light profiles. These conditions can be separately applied to image correction, and users can switch from one to the other with a simple command.

The product allows smartphones and tablets to record high quality video at high speed, contributing to extended imaging functions such as slow motion replay, while achieving reductions in module size, power consumption and parts in the camera module, opening the way to the design of smaller and thinner mobile devices.

Harris CapRock® Launches Industry’s Most Advanced Managed Communications Solution

HOUSTON - Wednesday, February 25th 2015 [ME NewsWire]

Highlights:

Harris CapRock® One offers widest range of communications choices and highest available uptime in single innovative solution
Multi-band antenna allows for connectivity to C-, Ku- and Ka-bands
Intelligent Communications Director automatically selects best satellite, wireless or terrestrial network

(BUSINESS WIRE) -- Harris CapRock Communications has launched the industry’s first unified, fully managed satellite, wireless and terrestrial connectivity service designed to reduce customers’ voice, data and equipment management costs.

Harris CapRock One is an intelligent, highly-integrated, end-to-end service that transparently switches between the various transport mediums to optimize communications for customers around the globe.

Customers in the energy and cruise industry, for example, often struggle to obtain reliable, always-on communications when their vessels, drilling sites and ships change their global positions and communications needs. With Harris CapRock One, they can replace current single or dual-band communications support options with a multiple-medium solution that exceeds their needs by providing optimal connectivity at any given time.

“Harris CapRock is going to drastically change the way our clients experience managed communications services,” said Tracey Haslam, president, Harris CapRock. “Harris CapRock One is the first commercial service of its kind to unify satellite, wireless and terrestrial connectivity into one platform. Customers want a solution that is flexible and optimizes their operations no matter where they are located, or how mobile their assets are. Harris CapRock One delivers that and more.”

Harris CapRock’s unique service offering combines a multi-band antenna with an Intelligent Communications Director (ICD). The multi-band antenna allows for C-, Ku- and Ka-band connectivity with no additional moving parts, meaning that any satellite orbiting the Earth can be accessed with no technician intervention required. The ICD is a geographically aware smartbox that recognizes where the multi-band antenna is around the world and carries a database of the network footprints available. The device is aware of the operator’s traffic and can route traffic intelligently over the most appropriate network path based on speed, latency, location and cost. By optimizing the network traffic, the ICD enhances the end-to-end experience, completing an intelligent routing solution with end-to-end application performance management.

Energy and cruise industry businesses can invest in fewer radomes that support any signal and will self-configure for the scenario depending on where the vessel or site is in the world. Ships and oil and gas sites now have multiple communications choices in one technology solution, achieving the highest uptime in the industry at 99.999 percent. Customers can receive this high availability solution for one simple price.

Other telecommunication services supported by Harris CapRock One include fiber, point-to-point and point-to-multi-point radio, WiMax, terrestrial Multi-Protocol Label Switching (MPLS), and private and carrier-based Long Term Evolution (LTE). Additionally, Harris CapRock can deploy hybrid networks that leverage multiple transport technologies, providing true “no touch roaming” services across an entire fleet.

The Harris CapRock One solution will be part of the global managed communications company’s exhibitions at SATELLITE 2015 in Washington, D.C. (Booth No. 7001), and Cruise Shipping Miami in Miami Beach, Florida (Booth No. 1511). Both events will be held March 16-19. Harris CapRock will speak at SATELLITE 2015 on Monday, March 16, at 1:30 p.m. and 4:15 p.m. in room 209AB and Wednesday, March 18, at 3:15 p.m. in room 201.

Management Buy out of Synexus Backed by LDC; the Deal Will Enable It to Further Expand Its Global Network

MANCHESTER, England - Tuesday, February 24th 2015 [ME NewsWire]

Synexus has been acquired from Lyceum Capital with the backing of LDC
The deal will enable Synexus to further expand both its global network of clinical research centres - into the US, Asia and South America - and the range of therapy areas it focuses on.
Synexus’, the global leader in its field, contracted order book stands today at a record $216 million.

(BUSINESS WIRE)-- Today (Monday 23rd February 2015) Synexus, the world’s largest multi-national company dedicated to the recruitment and running of clinical trials at its own research centres across the globe, completed a management buyout from Lyceum Capital with the backing of LDC.

LDC is the leading private equity company in the UK mid-market and part of the Lloyds Banking Group.

Commenting on the deal Christophe Berthoux, CEO of Synexus said: “We are delighted to be partnering with LDC. This will give us the firepower to continue expanding our international network and to broaden the number of therapy areas we offer to our pharma and CRO clients.

“We also need to continue to invest in our infrastructure and operations so that we carry on providing clients the best solution delivering thousands of patients and providing excellent quality data.

“We are very grateful to Lyceum. They had the business knowledge and expertise that has helped us transform the company into a professional organisation. The partnership with LDC marks the next phase in our ambitious growth plans.”

Synexus recorded revenues of $63m and profits (EBITDA) of $12m for the financial year ending December 2014, representing a 140 per cent increase in turnover since 2011. Further increases are expected in 2015. Synexus’ contracted order book currently stands at a record $216m an increase of $193m since 2011.

This significant growth has been achieved through a targeted buy-and-build strategy which has included launching new sites and acquiring four businesses since 2007.

Since being taken private in 2007 Synexus has expanded its international network from 13 to 25 dedicated research centres across eight countries. At any one time these centres are involved in more than 200 trials with 14,000 patients. Recent expansion has included new site openings in Hexham in the UK (a pioneering partnership with the NHS), Bochum in Germany, Bucharest in Romania, Poznan in Poland and Sofia in Bulgaria. Synexus also acquired a site near Cape Town in South Africa. This expansion has increased its access to more than 68 million potential patients. In addition it has a network of 25 complementary affiliate sites which further extends Synexus’ reach.

The Synexus model uses its scale to deliver cost advantages and improve speed to market for new compounds. Synexus’ scale also allows it to benefit from its investment in best-in-class quality SOPs, dedicated scientific advisory boards for each therapeutic area and a wide network of KOLs to provide valuable insight to customers. Its specialist tailored enrolment and retention strategies address a key challenge in the global clinical trial industry where almost 90 per cent of all trials undertaken are delayed due to slow patient enrolment resulting in lost sales revenue.

LDC is backing the Synexus management team to realise a clear strategy both through organic growth, using its scale and expertise to continue to take share in what is predominantly a highly fragmented market comprising around 80,000 independent GPs/investigators globally and through the acquisition of a number of potential targets.

The deal was led by LDC Director Ged Gould, who was supported by Investment Directors Simon Braham and Chris Wright. Ged Gould will join the board of Synexus.

Ged Gould, Director and Co-Head of LDC in Manchester, said: “We believe this is a particularly good sector as pharma continues to outsource their development activity. Synexus as the world leader in its field will benefit from this trend as well as the continued growth of the healthcare industry.

"Christophe and the management team have done a fantastic job in building an international network in recent years and we are eager to further support the business break into new markets as it targets opportunities in the US, South America and Asia."

RICHARDSON, Texas - Tuesday, February 24th 2015 [ME NewsWire]

(BUSINESS WIRE)-- Mavenir Systems® (NYSE:MVNR), a leading provider of software-based IP networking solutions, today announced its advanced SDN-enabled Evolved Packet Core (EPC).

“The SDN EPC is specifically designed to optimize the deployment of data and voice services for mobile operators transforming their networks to 4G LTE,” said Pardeep Kohli, President and Chief Executive Officer, Mavenir Systems. “As operators respond to the rapid increase in mobile data usage, adding new proprietary EPC hardware to scale networks linearly is cost prohibitive. Our innovative approach of combining NFV and SDN delivers a truly unique solution that addresses this problem statement.”

The Mavenir SDN EPC is based on a unique architecture that combines NFV and SDN technologies into the Evolved Packet Core and is ideally suited to address the challenges of managing the explosive growth in mobile data traffic and real-time communication services that will be driven by Voice over LTE. The Mavenir SDN EPC solution is fully virtualized with independently scalable control and media planes, and has the unique capability of managing distributed GTP-aware forwarding planes from a centralized SDN Controller.

Added Kohli,"Our approach makes the wireless network more efficient by moving data closer to the network edge, thus reducing backhaul and latency, which also prepares the network for the stringent latency requirements of LTE Advanced and 5G.”

Mavenir provides a full suite of standards-defined EPC functions (SGW, PGW, MME and ePDG) on a virtualized software platform that provides the flexibility and efficiency needed to cost effectively scale Evolved Packet Core networks. Mavenir also provides mobile operators a comprehensive suite of virtualized core network functions, including session border controller (SBC), diameter routing agent (DRA), IP Multimedia Subsystem (IMS), and security gateway (SEG), under the powerful mOne® software platform. Through service chaining of multiple Mavenir functions, operators can simplify network operations, secure the network, and reduce costs - quickly realizing the operational benefits of network functions virtualization (NFV).

The MoI reiterated its commitment to enhancing regional and international cooperation in the fight against the scourge of drugs, and the need to take part in Arab and international anti-drug conferences, forums and meetings, in order to exchange information and expertise. It also stressed its keenness to strengthening all areas of cooperation among Arab anti-drugs bodies, and activating existing conventions with the aim of countering the spread of new drugs and psychotropic substances in the region.

In his speech at the closing event, Colonel Al Suwaidi stressed the MoI’s commitment to accelerate the pace of cooperation with civil society organizations and other anti-drugs entities in the fight against the drug scourge, which targets the youth; the pillar of the UAE and its future. This vision is based on the MoI’s belief in the vital role of the community to reduce demand on new drugs and psychotropic substances.

He also expressed his gratitude for UNODC’s efforts and cooperation with the MoI in the fight against drugs. He also thanked participants in the conference for sharing their expertise and experiences, which contributed to the success of the conference and achieving its objectives, in a way that befits the reputation of the UAE and the status of the Ministry of Interior.

For his part, Judge Dr. Hatem Aly, UNODC's representative and head of the sub-regional office for the GCC, extended his sincere gratitude to the MoI’s officials for the opportunity to organize the conference. He noted that organizing this conference underlines the UAE’s commitment to collaborating with UNODC and supporting prevention efforts, as well as empowering human competencies to utilize them in spreading awareness among community members.

He added: “The MoI has adopted diverse strategies in the fight against drugs. These include, among others, intensifying social awareness programs; enhancing community members’ awareness about the harmful effects  and risks of new drugs and psychotropic substances; establishing strategic partnerships with civil society organizations to curb this scourge; as well as  utilizing best and advanced technologies in the fight against drugs, and boosting staff members’ competencies by adopting quality training programs, based on modern methods, tools, and concepts used in the fight against drugs.

On the second day, the conference reviewed a paper presented by Colonel Saeed Abdullah Al Suwaidi, Director General, Anti-Narcotics Federal Directorate General at the Ministry of Interior. In his paper, Colonel Al Suwaidi tackled the UAE experience in the fight against new synthetic drugs and psychotropic substances; stressing the importance of accelerating the pace of local cooperation among anti-drugs bodies, and strengthening regional and international cooperation to enhance drug fighting efforts.

Colonel Al Suwaidi also gave several examples on field operations that resulted in detecting and seizing large amounts of drugs, thanks to regional cooperation between anti-drugs authorities; notably the “Wooden Doors” operation that was conducted in collaboration between anti-narcotics authorities in the UAE, Kuwait, and Lebanon.

Colonel Dr. Khalid Al Sumaiti, from the General Department of Forensic Science and Criminology at Dubai Police, presented another paper pertaining to the various challenges faced by crime labs in detecting and analyzing new drugs and psychotropic substances.

Mohammed Musabeh Ali Dhahi from Dubai Customs submitted a paper on the various techniques and efforts adopted by Dubai Customs in countering drugs. He indicated that the Dubai Customs has adopted an operational reference model for processing transactions according to a risk assessment engine to achieve its mission pertaining to trade facilitation and compliance conformance. The Dubai Customs has also conducted a number of projects and initiatives to qualify staff members, and take part in drug fighting operations on the regional level, by sharing information with other Gulf States.

Abu Dhabi Police Honor Informants who Reported Emergency Situations as Incentive for Others

One Informant Reported a Fire in a Wilderness Area; another One Gave Accurate Information about an Accident

ABU DHABI, United Arab Emirates - Friday, February 20th 2015 [ME NewsWire]

The social initiative implemented by the Operations Department at Abu Dhabi Police, aimed at honoring people who contact the Operations Room (999) to report emergencies, prompted citizens to quickly report incidents and other emergency situations. This has contributed to speed of response and intervention at the time of accidents and an increase in public trust.

First Lieutenant Fahed Al Dahmani, supervisor of the social responsibility program at the Operations Department, explained that the initiative recognizes the efforts of citizen informants who cooperated with the police in protecting lives and property. The initiative also aims at boosting partnership of individuals and community institutions with the police, in the quest to curb accidents and unfavorable phenomena.

He also noted that the Operations Room receives emergency reports on the emergency number 999. He noted: “As a part of the initiative to recognize the social responsibility of the callers and encourage others to follow suit, the Operations Room received two different reports. The first call reported a fire that broke out in a non-residential area. The caller said that he saw smoke in a remote area. When he arrived there, not without a good deal of difficulty, he discovered the fire and alerted the Operations Room operators who immediately responded to the report.”

Adding further, he said: “The prompt reporting of the fire and the accurate description of the location has contributed to the speed of response and timely intervention of the competent police authorities and ultimately helped to contain the fire outbreak and prevent it from spreading to the trees and nearby residential areas.”

The second call reported a traffic accident that occurred on a busy and vital intersection. The caller provided accurate information on the situation, including the accident location, the number of the vehicles involved, and the estimated number of causalities. He also helped the police in moving some of the vehicles off of the accident location, which improved the speed of response and allowed timely arrival of medical teams to provide first-aid to the injured.

First Lieutenant Al Dahmani stressed the commitment of the Operations Department at Abu Dhabi Police to constantly implement such programs, out of its firm belief in the valuable role of the public in supporting police officers to carry out their duties. “The department is keen on establishing the necessary standards to evaluate and classify informants’ reports, and to identify individuals that should be honored,” he continued.

He also noted that the caller's ability to report the incident quickly and accurately, as well as his efforts to manage the accident site pending the arrival of the police was instrumental in achieving prompt response, and contributed to maintaining lives and property.

For his part, Corporal Saif Al Bloushi, the program coordinator, stressed the importance of reporting accurate information to the Operations Room, who in turn, will contact the competent authorities and estimate the required number of staff, equipment, and vehicles to be sent to the accident location. “The information received from citizen informants is vital and essential in managing the incident and allowing the timely intervention of the competent authorities,” he said.
